As far as I know the instructors are the ones that make up the coupons. you have to email or pm the individual instructor for any coupons.
you can't make free coupons unless you created the courses, people just find them online where the creators of the courses share them, you can't just create a coupon for someone else's course.
If you are looking to get coupons for UDEMY, one answer is to go to FB. Specifically here:
https://www.facebook.com/udemycoupon. This is where some course creators often share coupons.
