you can get a site like this with wordpress. Buy a domain, host, install wordpress, choose a theme that is similar to that one, or even better looking and there you go.
You don't need any technical skills to get it done and shouldn't cost you more than $100 initially ($10/year - domain, $5/month - hosting, $50 a premium good looking wordpress theme)
If you want to set it up yourself I can guide you if you won't manage. But I can assure you it's pretty simple.
