My Winrar cannot open this file, any mirrors?

the 7zip cannot open this file but well winrar.
But, the usual password doesn't work
What is the right password?
Or another mirror without any password.

Here's a regular RAR file (can be extracted with all winrar versions) without a password.

How do you even register it? I put the registration information in and clicked "Check." All it does is after that is say it will terminate the program to check the registration yet he program stays open and it never registers.
