One can but it is very hard to do so, since they are already freely available on the net. It certainly would not be easy to get Amazon to accept it while charging for them. Most public domain books on kindle are free anyway, unless they are print versions.
The only 'trick' I can see in publishing public domain books via Kindle is to give them away free with links to your other paid books, hoping to maybe get some sales that way...
To make money with public domain you can do several things. First you can change the title. If it is fiction you should add images, or pay someone on fiverr to create some. For non fiction you can use it as a base to write articles. Many public domain stories have also been used as a base to create movies. Just by changing location and period and making the story a bit modern. (think Sherlock). You can also add comments to make it more unique. Also it is possible to use old strips and take the story to create new products. Or you can make an audio product. Public domain images can also be used to illustrate some of your creations. You can also use public domain images and movies tto create compilations, or satires.
