This actually looks like a very decent idea. From a WSO no-less Huh

It involves setting up businesses that have a client database of phone numbers - he uses Opticians in his example, and uploading the database to Facebook Audiences. Then send that targeted audience offers from the business.

Definitely doable and can't see how you can go wrong really. Plus lots of ways to put your own spin on things.
