or I can make a new website and register affiliate program in the same day ?

If you're starting out with easier to get in affiliate programs like clickbank or jvzoo, then you can apply the same day you setup your website. The other networks might be harder to get in without a website but from what I've found if you get rejected you can just call them up and they will approve most of the times.
