Keeps giving me a downloading error for some reason

Would love to know how you guys got this working. Tried 3 different versions of WinRAR and still getting the same "Cannot change attributes" error.

had to disable antivirus to get this on pc and also to install.

To Those Having Problems I Used The Latests Version Or WinRar,

And Just Replaced The Application File In The Folder.
