Not sure if still applicable but I ran this offer thru a french proxy and worked just fine... HOWEVER they do require you print a pdf of terms and sign it and return via email/fax before they activate your account. Just a FYI for whomever tries.

Thanks for update, I am not sure whether all people have to undergo this step, maybe some one who signed up for this offer can update us.

It may be due to use of proxy, There system might have detected proxy IP and thus may have an add additional step to reconfirm that the user is from France.
