I used to host my sites on this host 1&1.com, they are one of the worst. It's a no brainer.
Look up complaints about 1&1.com .

Yes it is available for domain transfer also.
I have been using there service for almost 4 months now, there control panel is bit complicated to understand, took me almost 1 week to understand, but no issues as of now wrt downtime. let see, will update over my experience.
Also it is gud deal for a starter (like me) as it cost just $0.99 for first year, nothing much to loose.
