If you don't have a website
Look for any website online on a niche related to games or dating...go to who is and see if the site is set private...meaning the site owner paid extra money so no one knows who owns it. when the manager of the cpa look up the site on whois.com, he can't see the name or the address of the webmaster.
Now when you find a such site just put iit in the application and claim it's yours. If they contact you just tell them that you own the site and you have $5000 budget you want to try media buys advertising. If they don't call you then just call them yourself and tell them the same thing above.
