I used Brick and Mobile for awhile, theres a one time fee upfront $297 (I think I got it at a discount) - then your looking at $2 per month per site. Probably the best I have used, many different formats and options, now you can integrate e-commerce pretty easily to. You can become a reseller of the service to
EZ mobile site builder is a plugin for wordpress - it isnt too bad - you will find it on this site, pretty limited though it has all the main actions you need, doesnt look the best on a tablet though
I have found quite a lot of new themes late 2013 on wards have built in mobile site parameters to make it easy to have your site mobile responsive, all though limited - its pretty much the norm these days
From my experience you can make a decent ammount of money making mobile sites for businesses, however with the complexity of themes ever increasing it wont be a long sustainable business as most webmasters will pick his up easily and implement it straight away as part of an overall solutions
I would suggest offering mobile sites as an add on to a web design business, you can then implement lead generation, local seo and SEM as other forms of revenue - aswell as basic app design which any three year old could do. Hope this helps
