It's not very easy to start a blackhat forum.
You first of all need a good cms to start off with, so you can protect your community and regulate it.
There are 3 choices that you could make that are by far the best.

Scripts for Forum:
MyBB (My choice for this tutorial)
I.P. Board
Xenforo

You will also need a VPS and optionally a VPN to connect to the vps to ensure your safety.
Ofcourse choose one vpn without any logging so you will stay as safe as you possibly can.
