here is steps i follow (wamp local server )
1. create a new domain (themef.com) on local server {if you dont know how to add domain in local server then google it}
2. copy all files in domain directory
3. create new database
4. open my url themef.com (its an local domain only)
5. fill all info in install process
6. done
i also attached my screenshoot
note: i think its not working on sub directory/subdomain, i have not tested on a sub directory yet, but its working if you use root domain.
