Use fake email and name. Don't need a credit card or anything.
Rinse and Repeat.

Have you actually tried the phone dot com suggestion? 
I looked into it and didnt take the time as I understood they were VoIP which CL wont call. 
CL subscribes to a database service that sorts out VoIP, contract cell#s, landlines, burners, MagicJack etc. 
Yes I have Used Phone.com myself.
You signup for an account with fake email and name.
You don't even have to verify the email address, lol.
Once you created an account, go to your craigslist phone verification with your newly created phone number.
Choose "text Message" and not voice.
Craigslist then will try to send you a PIN text code.
Wait a few minutes.
Then go into your phone.com account and click "My Account" -> "My Usage" -> "View Call Logs"
THen you should see craigslist call and 299 minutes left instead of the 300 minutes you started off with.
Your PIN Code should be recorded in there.

That`s what I said to the product owner as well.
It was hit and miss.
But I found out if you create one ad per PVA account and if it does go live, it will stick. and don`t re-use that account for a week or so.
I think the key here is just persistence and use completely ad variations and don`t give up, as the only thing you lost is your time really.

Dedicating a browser to only post to CL may be advantage .. but tricky if you are posting to several cities. The idea is persistence and consistency ... if you are always posting with a browser that has no CL cookies you may be targeting yourself for ghosting and/or into a weak level to resist flagging.
