1. no it cant because it is more easier to make acc using usa uk proxy also for security and durability of account resistance to be suspended,however i include proxy private for u to login + step by step to use proxy properly.
2. yes it is..but they are lazy to leave review on my thread..i have their satisfaction words on my skype..i can show u one if u want.
At the risk of sounding stupid, I had no ideas there was a market for this. Is it not possible to get a developer account in some areas of the world?

it is possible but im more comfortable make it using private proxy from UK or USA as it is common usage of many users.

i think it is quite risky with ur existing admob acc if u plan to combine it with new gplay dev acc,
because google can track entire apps code and found existing ads code inside ur new gplay dev acc
