Photo to Cartoon is a kind of software which is allowing you to
have a cartoon version of your pictures. This software has been designed
to transform photographs into 2D image just like those of Walt
Disney’s.

Magic Button :
  • Editing: you do not need to be an expert in computer graphics to
    turn your photo into cartoon. Photo to cartoon provides a quite
    astonishing result. Indeed, it provides a very high image quality.
  • Customized: once the cartoon created, Photo to Cartoon
    enables you to add some changes to it. For example, it is possible to
    zoom in an out the image, to edit color, split, merge, or replace the
    color. It is possible to undo and redo the action every time the user
    wants it.
  • Video tutorial: so as to make its use of the most
    trouble-free, the editor has packed a video tutorial within the
    software. So then, there is no worry about its handling and its
    mastering.
  • Saving: as for the saving of the processed image, you can click
    on the “Save” button and enter the file name of your choice. You can
    choose among jpeg, jpg, gif, png, bmp or tiff. During the customization,
    the quality of the image remains the same even if you change the size
    of the picture.

This is the shareware version, but there is a registry hack included that turns it into the full version.

I have had a very quick look, and it seems to be decent software. Yes, you can do this in photoshop or gimp. This is just a quicker and easier way for anyone who is not an experienced user of either of the other 2 to be able to turn photos into cartoons. As you can save the image in various different formats, I think you should be able to use the created images in videoscribe without any problem (though I haven't tried it yet).

Rustie, no idea what version of windows you have. You can try double clicking on the .reg file and this will usually do the trick. If not, its amazing what you can find when you search on google!

I did, not sure if that is what you call a "hack" but it said they been added. I was afraid because a warning came up and did not want to click it.
