These were first developed by Jay Style for his PLR Style members back in 2010-2011. I was a member, and back then these were state of the art wordpress niche blogs with nice designs. The sites were intended for resale. The club ended in 2011 and the rights were sold to Suzanne Bucciarelli, who packaged the sites and sold them as a WSO. Since then, they may have been resold many times, so I wouldn't worry about the rights. The sites are somewhat dated now, and not likely to be good flipping material, but the content is certainly useful and can be repurposed.
