The idea is buying a solo ad and having the seller insert a retargeting pixel in the email.

Once the information is saved you can start retargeting ads across the web.
Actually there 2 steps to implement:
1/ find a solo ad provider
2/ ask to insert a tracking pixel
In case he doesn't want to, just offer to pay extra 15-20 bucks.
To sum up, the method may work but from my experience I'm sure it will be hard to persuade a solo ads' seller
to place a tracking pixel into the email unless he/she knows and trusts you.
I wouldn't waste my time 'cause there are better ways and options to build a targeted list.
