I personally believe that protecting a PDF file with a license is not possible. Yes, you might be able to protect, or even encrypt a PDF file, but nothing is stopping the user from printing a protected PDF file into a PDF file by using, for example, FoxIt's PDF printer driver. Just press print, select the PDF printer, click Print, set a file name to be saved and watch how that PDF gets printed into another PDF that will be completely unprotected and free to be distributed as much as the user wants.
