I don't fully understand how this works, the book says you can't resell, but when I visit the webpage it says I can.

Is it meant to the people who're buying the ebook from me that can't resell or is it to me?

Your resell rights:
You may resell the book for a minimum price of $17 and a maximum of $47
You MAY pass on MASTER RESALE RIGHTS to your buyer

You may sell it and the people you sell it to may also sell it.

(Take a screenshot of the sales page and keep it) That is obviously if you purchased the product. If you didn`t... you have no rights.
