thanks for this info, but I got the same error, I think it will be available after a certain number of posts and thread.
To add signature in your post you need to get some badge like contributer or something and for avatar upload by link for example if you have an image that you wanted to upload as avatar than upload it to image host like tinypic and use image link for avatar .
