High PR is what most people tend to go after but you also need to consider the DA. If you have a domain that says its a PR5 but only a DA of 20, there is a good chance that it won't stay a PR5. You can use that in reverse by looking for PR0 or PR1 sites with DA of 30 or more. You will be able to pick those sites up cheaper and still have a lot of power.
