paypal limited forever

Hello my brother's paypal limited forever! He cant close/change bank account and credit card account after 180days too .
Please help :-
How i can create new account without same limitation? Help me to create paypal stealth account.

Hi,

a real stealth account is IMHO not possible because U need a verification after receive a small amount of money (~800$) - You need to open a new "real" account and take a virtual credit card to verify. After successfully opening/verifying you need to use some rules in the future:

• Never log in with the same IP Adress after you've login to your old (and locked) account, your new account will be locked in a few hour.
• CleanUp your Cookies and Browser Cache (I use Firefox "Close n Forget" and "Better Privacy" Plugins) after your PayPal visit.
• Never (!) use a public proxy, public W-Lan Hotspots or "stealth" VPN Services - If someone has with this IP login before your account will be locked too
• If U got a refund request: Give the money back - It's better than a locked account and if PayPal gets a refund request (and U do not refund) they will check your services/background and find out that you have a locked account before.
• If U sell services that are against PayPal's Conditions do not use the IPN on your website. The best will be to generate a PayPal Link and email this with Instructions to the buyer. If U do this PayPal will nor see your referrer and can't recognize your money site.

If U follow this rules your PayPal Account should be usable a log time :-)

You can use small typo's in your address -> I've done 20-30 PP Accounts this way (with almost the same address)

Other Option is to use a Third Party processor with possible PayPal Option (like 2Checkout)

In this report is almost the same i've posted (some of that what I'm wrote is in the report missing -> This "reports" don't write that your account will be 100% limited if U sell something that is against PayPal's Conditions and using IPN on website (and most of digital Blackhat things have this Problem^^) -> Because of this they are IMHO useless...

• FlashCookies (don't use flash or use a Browser Plugin that can kill FlashCookies)
• Normal Cookies (can be killed though Browser functions)
• IP Adresses (if U use multiple accounts, proxy server, VPN or something else thats the main problem)
• Personal Data like CreditCard/Address/Bank account (make some typos in your name/street etc. and that is no problem at all, use VCC for Verify)

I've read somewhere they check installed fonts but I thinks thats a legend^^ - But anyway: With OS/Browser/Browserfunctions/Display Resoultion and installed some rare Fonts the profile can be unique. But I don't think they really check something like this... -> I use a VM with standard fonts installed^^ -> Paranoid FTW^^

1. Don't know how this is in your country. I'm from Germany - Here you get a new IP on every reconnect (that's the law in Germany -> Government here is protecting privacy though this). This also works with banks from other countries (e.g. Swiss/Hongkong/Signapure or some other offshore country if U want to be "stealth" as U wrote before ;-) )

If U have problems with the change of IP Adresses you have one other (but not so cheap) option: Use a VPS (don't know what are the costs of them in other countries - In Germany U can get a VPS for 3-5 EUR (~4-6 $) with 1-2 IP's - If U need more you can get them for 1EUR (~1,20 USD)/month - If you get asked for what this additional IPs are needed, answer that U need them for SSL Certs and U get them :-)

You can take this VPS for working PayPal Accounts (be sure that U use ALWAYS the same IP Adress for the PayPal Account U have created with this IP).

Great :-) - U should search for a batch file (or try jDownloader -> They have reconnect Script for near every router). Now it should be possible to reconnect with a click :-)

PayPal have "blacklist" some VCC Providers - But most of them are working. The best option is to get a local provider/Bank for the VCC (one from the country that's matching your IP adress). I use VCC Cards from a german bank -> The price is 5 EUR/Year :-)

ccleaner is Freeware^^ -> It will NOT kill FlashCookies

I use the Firefox Addon "Close 'n forget" (rightclick PayPal Tab -> Close 'n Forget - And all things from PayPal will be cleared (flashcookies will NOT be killed with that -> You need the additional addon BetterPrivacy -> If you have installed it -> Close Firefix and open it again -> Your Flashcookies are delete :-) )
