In between these two thing I suggest you to go with Blogger, it is useful to get better rank. Blogger is Google product and you can modify all things by logging in, you can add content, more anchor text, images, etc... in Blogger so it is more useful then content on Google sites, No doubt Content on Google Sites is also useful.

i think it will depend on how you manage your SEO in blogging,,,lots of backlinks pointing in your site would surely ranks faster!
