What is Tier-1, Teir-2 and Tier-3 backlinks? How they works?

Is that safe for Google Panda/Penguin update?

Tiered backlinking is the process of building backlinks to your backlinks. Your tier #1 could be good quality, relevant web 2.0 properties such as weebly blogs. Or you can purchase expired domains with some page rank and use those as your tier 1. The tier #1 links directly to your money site.
Your tier #2 links would link to your tier #1 properties, never to your money site.
Your tier #3 links would link to your tier #2 properties...Here is a great guide that really helped me.
