The site is either not using wordpress or they're disguising the fact that they are. It's a very basic layout though, easy enough to code.

the home page is not a wordpress, however the blog (http://iamnecole.com/blog) is a WP installation, the theme is customized, you can find it if you search within the source code for the CSS file.
