Since this is your expertise, I wonder if you are (or will be...) addressing this subject in regards to folks who have no land of their own - like apartment dwellers ??

I, like many others, inhabit a tiny all-electric apartment - during electric outages there is just nothing possible - not even heat - so something for this type of situation would benefit a great many folks, I think.
