The Best Way to Monetizing website with free music downloading

The last 7 days I searching for best way to monetizing my 2 sites ( one for free music download and one for free watching TV serials). I search for Pay Per View sites for all country, because my traffic isn`t from US, but i can`t found nothing without CPA offers.

So, Please guys tell me who are the best sites that:

1) Paid Per View (without include CPA offers before view)
2) Paid Per Download (again without include CPA offers before download)

And again, my traffic is from Romania.
