1. Download and isntall Xampp or Wamp, fom me best is AMPPS.

web location : http://www.ampps.com/

it's free.

After installing AMPPS ( web local server ) , start and open any browser.

in command line put this adress http://localhost/ampps/

When AMPPS starting on the left menu you have more instant script for downloads and use. All is free.

Click on Blogs on the left menu then click wordpress and clikck Install.

Select Folder for install and wordpress go to this folder :)

After this in browser put http://localhost/name of the folder/

Then found on this site have moreeeeee free udemy free wordpress courses. Beginer to Professional !

Loking , learning and working at the same time.

This is all.

Good luck :)

RE:
I use wamp and it works just fine. Just in case you are not aware any other instances of servers like IIS that are on your machine my need to be stopped in services because they all use port 80. Or you can change the port config; easy instructions found online.

RE: WP Localhost
EasyPHP is also a pretty good alternative. It's free, you can install not only WP but you can install other scripts. It's a Window application and it doesn't interfere with your ports. There are drawbacks. When updating to a new version, it doesn't update like most others, you have to do a backup and then install the new version and remove the old version. However, you can also add updated versions of PHP and MySQL without re-installing EasyPHP.

All that to say, there are alternatives. But, for the purposes of installing (with noob knowledge) WP Localhost looks like a good starter especially when you can install both multisite and single site on localhost. EashPHP doesn't work well with subdomain multisite . You might have to understand how multisite installations work in order to understand what I am talking about with sub domain multisite WP. Not sure I would purchase it though. I am very happy with EasyPHP for localhost. I've been using it for a couple years now. And it isn't limited to WP.

I have used EasyPHP with over 30 installations of localhost WP and for installing multiple other scripts. One of those scripts is Infinite WP (IWP) for managing updates of both live and localhost WP sites from my PC.
