Possible To Redirect Users To Random Page Based On Percentage?

Hey guys, just want to quickly say that this forum has been an amazing place and has taught me many things in the world of IM. So thanks to everyone here for being so awesome!

I have had an idea recently which would require the ability for a link to redirect users who click it to a randomly selected web page - based on chance / percentage - and also lock a users IP out once they have visited a certain page (for 12 hours or so)?

So for instance;

>User clicks a link on landing page that says 'CLICK ME'

>User is then sent to one of 3 pages based on chance; e.g:
Page 1: 75% chance to redirect to this page
Page 2: 24% chance to redirect to this page
Page 3: 1% chance to redirect to this page

THEN

If user tries to go back to the landing page where the button saying 'CLICK ME' is placed. They will be locked out and would have to wait 12 hours before being able to see this page again.

Hope this makes sense lol. I have done a little research and can't seem to find anything along these lines, besides global redirection?

Any help would be greatly appreciated.
