PLEASE - NEW Google Webmaster Account outside of Germany

I really need a Google webmaster OR Gmail account outside of Germany
where i stay. Im trying to create one using proxys or vpn but wont let
me pass the Phone Verification , since they know that im using proxy or
vpn. I would really appreciate if one of you is kind enough to create
one for me and send me the Log In details in PM. I could do the same for
