never heard that, do you use a proxy ?

I found this, maybe it helps:

Typically, the language being stuck like you describe is due to a corrupted language cookie in your browser. Clearing your browser's cache and cookies after resetting the language to English usually resolves the issue.

If that doesn't work, make sure you type http://www.paypal.com/us/ (the US part can be replaced with the characters that represent your country if you are not in the US.) Then clear the cookies and cache and navigate around the US site to ensure the generation of a new cookie.
