Massive indexing on shortened url for no ban
In your opinion, indexing a page type blog (Blogger, Wordpress ...) via one shortened url (301) is this interesting ?

In general a massive ping or whois blast and the account is deleted.

But with blast on one URL shortened ?

It would not work for sure. I am not sure but I think that 301 redirects pass the link juice from one to another so, for bad or for good you are passing your backlinks.
Instead I suggest you build some silo blogs in tumblr, wordpress with your link to your main page... and direct your backlinks to them. To be sure, it is is recommendable to build 3 layers. It is the better way to avoid penalties to your main page.
On the other hand, by my experience. I recommend to buy some good links in PR5 or 6. Yes they costs you money but it is money you save from the time you are building backlinking strategies. 3 years ago, I was trying to rank for acai products in my country Spain. I lost a lot of months changing onsite seo, buildings links,... I was at the bottom of the first page, but that only gave me few money. Finally I decided to buy 10 links to blogs from PR3 to 6 (It was only $15). 2 days after I was the first one with double listing. I made $60000 in 2 months, then the PPC offer finished and I couldn't find another one that converted so well in the Spanish market. So you see if I had waste that $15 before I had earned a lot of money more.

There is something valuable with 301 redirects. It is blackhat of course. If you buy a page with pagerank and 301 redirect to your main page, the link juice will pass to your page like that. I had before saved some sites where you could buy these pages, but that was 3 years before, I don't know where it is now, sorry.
