What do you offer for the time not able to get access to download
some of the websites and plugins?

I would think an offer of 1 or 2 days to view the site and get what
websites or plugins I have an interest in.

I paid upfront the asking price, but was not given the agreed upon time
period due to your website being down.

The site of this guy is a poor version of GPLDL.com. I think its exactly leak from gpldl.com!
You can download most of themes and plugins with free account at the gpldl.com!
