Is GSA type of SEO finished?

I was in the process of setting up a GSA project for my seo, but it seems google hit these types of tactics quite hard in their recent penguin algo . Do you guys think it is possible to safely use this software/system if done correctly?

Yes its still can be used if used correctly.
Use your own list and less spammed sites.
