But I am undecided on what kind of backlink tool I should develop. Please gimme suggestions.

For me, It's would be good to create one tools for Wiki poster. Coz we know that Wiki backlink is good for site authority.
but it should come with proxy scraper, so we don't need any proxy tools again.... #It's just my two cent
