What is your forum about? their are various ways to promote newly launched forum by asking Review forum on various Big Forum like webmaster forums, internet marketing forum etc.. as well linking your website link in Signature on various forums, Post exchange, running small posting contests, hiring paid posters etc etc...

try to order some targeted forums traffic from webtrafficgeeks or other reliable sources.

1. Post some (really) quality content on your topic.
2. Look for same topic groups in social networks.
3. Promote your forum there. But no spam and empty posts only to place a link - give the community useful info, became a noticeable member and community will appreciate it!
