How to Make Paypal work for Facebook Ads!

hey guys,
so most of us have gotten that error facebook gives when trying to add a paypal
account they don't like. But sometimes they do accept depending on certain factors.
They have 5 steps to verify 100% like email verify, phone verify, add cc,
and bank etc.

Does anyone here know if this is what makes a paypal work for facebook
ads? or are there other factors like if it is aged and if so for how long, and
if there is any money in the account, at least $1 for the charge from fb.

Can someone please shed some light on this, so that we can all have it figured out,

Better to create a page which contains the products of Amazon or ebay holding the back link of you affiliation account from the ecommerce site. So whenever a sell business happens, the amount will go to the PayPal account which is linked to the ecommerce account.
