I think with your website is a forum, so it's the problem "chicken and egg, which comes first?" people only join if forum has content and active members, and content only can be created by members. So you must deal with both chicken and egg. Create content by yourself (maybe try to make it nature by fake accounts) and keep sharing them to right places. I'm doing the same thing with my blog at http://blog.stormcart.in
