When I was researching many sites in this complex technical space, I found them. As of now they are only being used by programmers, and a few high tech agencies for very specific reasons. In fact, I had to research for days to find out how to deploy entire site easily without typing any programming commands. I am stil researching for many sites in my radar.

Yes, precisely. The titles, subheading and contents - all would be in local language - Non-english. Since the content is scrapped from top 10 results in google, there should be enough content for that language in top sites.

Here is Greek language page which has very thin content in top 10 results.
