Dear Members here i really need this 2 template of those sites but i not know they use wordpress or Joomla and what name of those template ?

Well, it says "It is build with Laravel Framework" so it was likely custom coded. You might try contacting the guy whose name appears there and see if he will share or sell you a copy if you are not planning to go into direct competition with him.
