[HELP] How to DE-Rank Fake FB Page

Can anyone tell me the best strategy for de-ranking a 'personal attack' FB page?

A friend of mine had a bad break up 5+ years ago. The guy created a FB page and Twitter account with photos of her and a bunch of unpleasant accusations and general sleaze. Only about 5-10 posts on each account, then abandoned them.

But even today, if I do a search on her name, or a combination of her name, his name, location, company, these two accounts appear at the top of Google's search results.

We've tried complaining to FB and Twitter, blocked them, reported them, written to them -- each time they say the pages/accounts don't break their terms and conditions.

I guess with what Trump has been getting up to, it should come as no surprise that FB and Twitter have become 'abusers megaphones'.

So, I guess the next best idea is to outrank these accounts so they don't appear in search, but that seems like a big job.

They aren't optimized in any way, only a few followers for each (who have nothing to do with either person, so I don't know why they would follow).

What is the best approach to 'De-Rank' these accounts?

I don't really want to be buying a bunch of domains and updating them every year just for this, but also I don't really want to create posts / pages that directly target my friend's name etc to out rank?

What is the best way to do this so it is effective, long-term, and 'low-key'? (I don't want the guy searching, finding my replacements, and realizing what's been done because I've targeted all the same KWs).

NOTE: He's not an SEO so these pages/accounts are only ranking because they are the only pages/accounts using these names and these combinations of names etc

IS there a 'reputation management' course shared somewhere that deals with this?
IS there a strategy one of you guys knows, or has used?
