I have dl'ed this from another link, basically you make a thread in the jv section at wf and say you got an opportunity for them to make a nice stream of cash into their paypal cash without a product or an email list.
You make them paypal you 40 bucks to list a wso and tada obviously you would need some kind of product to launch as a wso unless you use the bonus method where you approach people with wso's and offer to pay for every bump. d*** a ton of crap wsos will come flooding in now
