Actually I've never had Bing ads reject a video sales page as long as the legal links are included AND the video is NOT autoplay!

No..

it is because bingads (used in the program) likely will reject something with just a loud video and especially if there is lack of player controls
He suggests using something that has text and a video that does not autoplay to get your URL approved for the campaign.
