For the first file I share (from BestPSDFreebies.net) the images are all freebies and the provider actually encourages sharing them. Here is what the ReadMe.txt file says:

From the second site I point you to (GraphicDesignJunction.com), you'll get to pick what you want to download from a wide selection of beautiful free PSD graphics like the one in the header of this post, as well as this one:

GET THE RIGHT TOOL YOU'LL NEED TO OPEN/VIEW THE IMAGES

You will need a program like Irfanview (or your program of choice) to view these image files. I like Irfanview because it is small and works well; you can select image extensions or select all extensions and you will be able to see images opened therein, whether they are the usual png or jpg or some lesser used format.

Instructions: At this site, you get a mix of actions to get your download. For some files, just click the download button or link. For others, you will be taken to a page where you select your state (if it applies) and provide an email address where the file will be delivered. Once you click the download link, just check your email address to get the image.  There are also options to purchase "premium" versions of some freebie images or buy other images outright, if you want to.

BUT WAIT! THERE'S MORE...

You can get free PSD graphic images whenever you want them. Just do a Google search for "free psd graphics" or "free PSD images" and visit the sites that come up. As always, virus scan anything you download from unfamiliar sites but, for the most part, if your virus program is worth a hoot, it will prompt you in the process of a download if it even suspects a problem. I use Avast for that very reason.
