My take on this approach:
I am doing this for an offer now and it does work. I am not in the automobile niche though, so no clue about that
For my offers, I would contact people with lyric videos, cover songs, or someone who uploaded a pop song and is getting lots of views. How much to pay per link would depend on the offer and how many views the video is starting to get.

Some people I would offer them $10-$20 per month for one video and others would want less. I tried to pay people weekly so that I could make sure the link is there still. The click rate in descriptions is kind of poor for me anyway.

What made mine much better, I would offer more money if they also add an annotation in video telling people to visit link in description. That would usually work very well and I would only pay a little bit more.

Another tip, after some of the videos had gained enough views, I would contact the owner again and offer more money if they add a comment saying something like
"Wow guys, thanks so much for all the views, likes and subscribers! Never thought it would grow this fast. I appreciate all the support. Let me know what kind of other videos you would like me to upload. I am doing my best to make sure to keep up. Please visit my sponsor http://www.website.com if you are interested in xyz.

Thanks a lot! PS Please like, subscribe, comment if you have not already!"

This worked very well because I was asking them to say something they should have already and paying them to add my link as well as asking people to visit if they want xyz. I think this worked so well because this was more social proof of my offer. The uploaders who post those types of comments generally become top comments and get lots of tthumbs up. When people see all the thumbs up, I guess its like someone seeing 900 people(thumbs up) approve of this product or whatever.

Another tip, try getting some staying power in whatever niche you are targeting. Don't run the offer and pay for one month. I have people that I stopped paying a year ago and they do not remove my links. People that I only paid for one week then stopped, most(not all) would remove the links

Final tip, don't sound like a big company, sound like a small guy just trying to work in partnership with someone to make a few bucks. Some people are insane and want big money for one link. Don't give up, some people don't want your money, move on and keep contacting people until you find someone who wants to make a few bucks

About his method:
Not really sure how well this works for auto stuff, who knows.
It wouldn't be much to risk financially to check.
For me, I still do contact video owners sometimes and request but it is time consuming for me.
Its kind of funny when he mentions the power of email optin and then some landing pages don't have any optin and the one that does looks like crap, How can you preach about importance of capturing their email and then make it the smallest and least noticable feature on the page, smh.
I don't like paying for a one off fee for the link, I like to rent links and people end up forgetting about me, I stop paying and link stays.

I would suggest people try this out and see if you can get some responses from uploaders, check if you can negotiate a good rate, use an offer that fits the videos market. PS. If you cannot write English and sound native, outsource this, even less people will speak with you if you don't
