As other have tested and viewed well. It is a compressed html format, can be opened well in IE and Mozilla Firefox.

Well I know these type of files, but for some reason I don't know why I can't get them to open in the browser without the browser wants to dl the exact same file

Even with IE and Mozilla, do you get an error? I'm not sure if it's something to do with general settings of your computer, like file associations.
