it's the same Account Creator Extreme v4.1 which was last updated in 2013 and has already been shared here about 100 times. it does not support captcha and hardly works given its been years since it was last updated.
always +REP those who help you, it's the least you could do.

Don't bother, it doesn't work.It just creates outlook.com accounts but you can never enter with the details provided...
