I went through the main pdf (55 pages) and here is my review:
First he starts with his story and how great it is to be financially free. Then he explains to you the big picture on how great it is to collect emails to market CPA offers to.
He puts out some numbers which explains what happens if you collect 50 leads (emails) from 100 visitors and then send them to a thank you page. A certain amount will click and make you money and if you send them 2 emails a day, every day, then you will make lotsa monies. Imagine if you grow your list to the tens of thousands that he claims on his sales page! The first video explains this really well at around the 4:30 mark.
In this course he focuses on collecting emails of people who are interested in making money online. If you have studied and learned about any type of list building techniques, there will be nothing new here.
He tells you to get PLR or create your own product and offer it as a free gift (lead magnet) to collect emails. Send traffic to squeeze page, then send them to a thank you page with more offers, and then follow up by sending your list 2 emails every day. Rinse and repeat.
The course creator also recommends lots of other stuff like getting LeadPages or Optimize press for your squeeze pages, host and domain names, tracking such as QCC, My Click Boss, Click Magick, etc to track winning offers along with what I believe to be valuable advice against using Click Magick and affiliate sub IDs from CPA networks. That advice is not to use them because anyone on "the other side" can see what's working for you and can easily take away your profits. Yes, I admit, I'm a CPA newbie myself! 
As for traffic, he suggests You Tube if you have no budget. Also blogging, guest blogging, and forum posting. For paid traffic, he highly recommends funnel clicks as well as Bing. Later down the road you can start selling your own funnel clicks as well as send JV Zoo offers to your list.
There is nothing in here that specifically says how he grew his list from 2,007 to 30K plus though. Just reinvest your profits into buying traffic and you can't go wrong. Despite that, I think it was pretty cool of him that he did not to put any of his affiliate links on the stuff he recommends. I give him that.
If you are a noob at CPA, I think there's good advice in here. If you are a CPA pro, you will be pissed for wasting your time with this.
