This is about using the social network VINE on your smartphone. I've never haerd of Vine before but apparently it's a place to share 6 second videos to one and all. His idea is to follow videos - and those you follow always follow you back. Get a thousand or so followers and then start sending out messages to your followers - cpc offers etc..

Sounds very spammy and haphazard to me - it's a method I won't be trying.
